A Master has overall command of the Vessel once he has completed the Change of Command procedure with the off going Master. He is then authorised to perform whatever acts are necessary for the safe, efficient and proper operation of the vessel. The Master’s primary considerations must be the safety of life, the safety of the vessel and the prevention of pollution and these considerations must override all other obligations including schedule, expense or convenience. In matters of safety, the Master has authority to take whatever actions he considers to be in the best interests of his vessel.
